The person we bought our house from was a builder who we found out when we moved in cut corners even on the house he owned. I spent ages in the first few months clearing piles of stuff that he’d burned on the field and digging up stuff he’d buried as an illegal small scale landfill.

I don’t think an agency should have the power to regulate, investigate, arrest and prosecute. It shouldn’t be the regulator, police and CPS all in one effectively. It needs to be broken down so expertise is concentrated in specialist teams and means there isn’t a culture of going after easy targets

If anything it has too much power and is getting police-like powers soon but also has the power to prosecute. In my opinion investigation should be done by specialist police, the CPS charges and the EA regulates legitimate businesses.
