Targeting power plants violates the Principle of Distinction if they serve civilians. Under the Geneva Conventions (Art. 51/52), "obliterating" infrastructure is a war crime if the civilian suffering is disproportionate to the military gain or if the attack strikes nuclear facilities (Art. 56).
