And without a Guarantee there are a fixed number of jobs. Not a job for any unemployed person, guaranteed.

You can create the jobs sure. However many will end up going to people already employed if there is a conventional recruitment process. The already employed find it easier to get jobs. The point of Job Guarantee jobs is they are available to any who want them.
