Reducing liquidity in any market makes it less efficient. In the case of housing it must also reduce mobility in the workforce at some level. I do think there is a problem with too many large family homes occupied by single pensioners. This ain’t good in a country with a massive housing shortage

I am not saying that stamp duty is unfair. You may feel it would be rational to pay it. But for many older home owners it is a real disincentive to move and that is a problem for the housing market.

But I am not the one you need to convince.
The person who spent £50k on a house decades ago may now be living on modest pension income. Asset rich and cash poor. They possibly scrimped and saved all their lives. So now they don’t fancy spaffing a load of dough on stamp duty.

There’s no unearned money here, it’s stamp duty on a purchase. £15k seems like a lot of money to many oldsters. For a pensioner buying a £500k flat that could be a large proportion of their annual income. The point is many feel they don’t want to be penalised for downsizing. So they stay put.

There us a genuinely significant problem with empty-nesters refusing to downsize because they can’t stomach the stamp duty. Of all taxes I think this one is underrated for its harmful effects. It reduces mobility in the labour market and disincentivises older folk from freeing up family homes.
