They are not mostly correct. Parameters, like any part of code, are up to the implementer in how they are used. Tracking is not an inherent quality of parameters any more than speeding is an inherent quality of cars.
Google for instance has tracking info, because they have coded it that way.

This is absolutely not true.
The text after ? in URLs are just query parameters.
Which post you're looking at, what column you're sorting, what image you want to access...any number of things that tell a webserver "send this particular content to the user"
