This is simplified but might be helpful.
If you only want to put them online or print at a similar size then a scan at 300 or 600dpi is ample. And quicker.
If you want to work on them to clean them up or print much larger scan at the highest resolution that's not interpolated. Probably 4800.

Can you check with CFP if this is to be expected?
If not it's possible the film got fried in transit by a CT scanner or something similar.
Though I've never known that happen with other film I've had shipped.

I'm tempted to use very dilute HC110 (which I have) as that's supposed to help control base fog.
That level of base fog is ridiculous.
Even the expired Ilford 517 cine film I shot a while ago wasn't that bad
Have just finished my first roll I don't think I'll be in any rush to develop it or shoot any more.

To an extent it depends on what you want to do with them, how many there are, and how much time you have
But the key thing to know is that a phone app will always deliver far inferior quality to a flatbed scanner.

I'm a long time Flickr user so will take a look.
Several reasons
I don't use D76. 510 pyro is my dev of choice.
MDC times are not definitive.
If Kikopan is related to N75 that time is a useful sanity check.
So somewhere between the two is a reasonable start point.
9min isn't quite 3% more than 8.75 so unlikely to make any noticeable difference.
I hope to get mine finished this weekend coming.
Thanks. There seem to be a few versions around. The hexametaphosphate is a new one on me.
According to the Massive Dev chart Kikipan 320 is 8.75 min in D76 stock.
Orwo N75 is 9.5 min in D76 stock.
I have some Kikipan 320 on the go at the moment, so will probably give it 9 min in 510 pyro with Ilford agitation, since the 510 data sheet says to use the D76 stock time as a starting point
