You posted a link to Canada's Methane Strategy. It has a lot to do with showing how ineffective it is. That flare being yellow means it is only burning 70% of the gas. It is flaring 40+X more than permitted and no one seems to be stopping it. LNG Canada says a fix will take 3 years.
