When I was there my team was massively down on strength and relied on working all the hours available.
There are structural problems which will be heightened unless some hiring/working practice changes are reversed - but the good will is low in many areas.

Civil Servants are expected to work on the move, but maintain privacy and are forbidden from even travelling 'standard premium' to make the experience even vaguely bearable even if that fare is lower.

A department can, of course, follow through with absolute nonsense and the govt look like idiots (not the civil service) when things invariably don't work and then make the same shrugging motion.
