Sadly the modern answer to your question about lack of enforcement is to whip up fear in the community in support of mass surveillance technology as a false solution for enforcement. It diverts millions and doesn't work, but anyone with an "enforcement" mindset eats it up
No, you cant disagree that adding a new type of vehicle that unlocks dangerous thrilling behavior at many earlier ages than previously available is newly additive to the total risk of all potential vehicle related injuries today. Foul ball! Perhaps you mean risk relative to you as a street cyclist
Adolescents don't have broad access to pickup trucks. This is additive risk, not zero sum.
Your main point stand well enough but nevertheless I'd estimate 80% of the ebike use I observe in my hood shows no regard for safety of rider or surroundings. Likely to do with apparent age of driver. I'm not panicking, I'm witnessing.

Most days I wake up to new news about the abuse or misue of Flock ALPR cameras in the US, or news about Flock being caught lying about the same. Flock is the worst of the worst surveillance tech right now, and we should get it out of San Diego right away
Cops around the country searched Flock Safety ALPR databases related to the No Kings protests.
In true form for San Diego, we are paying for the worst of the worst of the license plate readers systems: Flock. Lies, data breaches, lawsuits, failed audits, abusive practices. Never stop fighting against San Diego adopting the worst products and practices. We can and should have better.

License plate tech has never proven to reliably reduce crime anywhere it's been used. it's a waste of funds. Leaders can say they want money for good programs, but none so far will consider redirecting mass surveillance $ to actual safety programs. Why? Because leaders take their orders from police.
