We're lucky that it's less relevant now with improved dub quality, but it still comes up occasionally... plus issues of publishers putting out subpar products to skimp on costs.

In short: anime/manga piracy has to go back underground before publishers and governments act.
There's a long history of animanga piracy that stems from anime club tape circulation (at least in the US), plus affordability and censorship elsewhere. I believe that's part of our identity as foreign fans. JP users don't know about this history... but it wouldn't change their opinions if they did.
I'd like to argue that the Anglosphere internet has a lot of minors who don't know better... but there are grown adults doing this too. It's an entitlement issue.

I've seen some JP people with legitimate concerns remark that it's difficult to not tread into xenophobic territory while criticizing overseas piracy. Which is very worrisome! Int'l communities have gotta learn basic etiquette like "don't tell the author you're pirating" before consequences happen!

Anime/manga piracy has apparently been a hot topic in Japanese circles lately. The biggest issues I've seen have been Beyblade X leaks hitting the foreign internet before the magazine goes on sale, and some people blaming scanlation readers for harassment of Syundei.
*"are you saying loli/shota is okay behind closed doors" absolutely not. i'm saying that it's extremely gross to randomly come across untagged, uncensored stuff while innocently browsing twitter, pixiv, etc. the visibility makes it look socially acceptable.
Piracy and shota/lolicon are two subjects where the Anglosphere and Japanese culture vehemently clash, and I don't think we'll come to a mutually accepted stance on either subject for several decades. However, if we could all not flaunt it in public*, that would be a solid first step.
