I’m so confused, why a penalty shot, and if the play was offside does it not negate the penalty, the play should have been dead when it occurred?

The NHL has to do something about this idiotic offside review rule… I don’t like the Canes, but that goal should have counted. And now a penalty shot on a play that was offside before the penalty occurred, when they didn’t call for a penalty shot initially? NHL referring is absurd
