And yet ERC is the only funder that I am aware of that considers it necessary to ban unsuccessful applicants from re-applying

I know people whose proposal was rated A and selected for an interview (but then not funded), just to then be rated B the next year.
Banning applicants seems frankly a rather stupid way to manage the workload of panels and reviewers.
