Look at the difference between this and the narrow cycle lanes provided on the Cork Luas project, even where the route is planned to go through open green space:

He's promised 60,000 new social housing units 15 express bus routes, 1000 new pedestrian streets, completion of bike path network...

This I would also think is very rarely and only on motorways and the like. Ambulances aren’t going to be doing 150 through city streets.
I exclude emergency vehicles from the hard limit, but would of course expect any exceeding it to be tracked and audited. And specifically with trained drivers.
Not for typical vehicles. I say private vehicles but I guess I just mean non-emergency vehicles.
