Set in the same universe after the events of Moon, sounds like a sequel to me.
There's even a direct reference to the events of moon, though it is pretty much a 'blink and you miss it' one.

Duncan Jones see these two films and Madi as a Trilogy.
Who are we to argue against that.

Those two books have a lot that's still in 40K, like the Emperor's Tarot.
Plus has IMHO the best description of a Bolt Pistol firing.
