Found out thanks to a comment that you can actually set up a role that can only view a single channel, that any other user can't see. By doing this sending DMs to other users shouldn't be possible.
A "jail" role, which prevents needing to kick the person until the account is recovered.

Is it me or more and more people are getting hacked on Discord?

And I need to kick those who were hacked just in case, to avoid them sending DMs to others on the server. If I could I would "jail" them until the problem is resolved, but you can't prevent DMs from specific users, afaik.
