In the week or so run up to an election; polls should be banned. Spain did it a long time ago - otherwise the press and others can use selective polling to galvanise complacency.
Fair but no profit means no tax liability. Simply put: would you rather pay less tax or have more customers? I think most would choose the latter - and there it comes down to government intervention such as better export markets, subsidies, and/or agreements on costs to prevent predatory pricing.
