I don't typically prefill any filter with oil and its a waste of time. No harm will happen between starting the engine and the filter filling with oil.

They drain every time you stop the engine since oil stops flowing up to them. It's not very messy actually. The filters on my other truck uses anti drain back valves in the filters so the oil stays in them.
