The Fall's gig wasn't in fact the last night. The actual last night was when Groove Armada played the closing party a month later on 3 May 2007.
The subject is addressed in Paul Hanley's book about Hex Enduction Hour, "Have a Bleedin Guess". Motown *were* interested, but crucially it was "Motown UK", which was staffed by British A&R types who were Fall fans. Hanley quotes Richard Thomas, who was managing The Fall at the time:

"We" don't know (I'm sure someone does) what Tempo House represented. A Tempo House has been identified, but whether it's the right one is unknown. "Grouse" has generally been interpreted to mean "complain", and this is the first time I've seen "Famous Grouse" mentioned - worth noting!
