early years, house building, clean power assessment - ambitious targets.... perf to date mixed. Gov deserves credit for early years as a cornerstone for future success for children's development - with lots of initiatives - modest outcomes for 5 yr olds and inequalities not closing but widened....
- key milestones maybe met but a real stretch not much progress in crime justice and prisons - is setting targets like this a problem to galvanise action across gov depts
