The situation is the same in women's football. Between the 3rd and 4th level there is a closed shop. Clubs like Saestum and Ter Leede became champions for years in the 3rd level, but were never promoted.

Some of the big clubs at 3rd level have an orthodox Christian following. They don't want to play on Sunday. A club should never be forced to play on Sunday. The Eerste Divisie should simply accommodate that by rule these clubs never have to play on Sunday.
