I'm sure he would love to use them as much as he would love to threaten the use of them. Which as the president he can't make those types of threat, so we have a thinly veiled nuclear threat instead.

Ive worked in a few places with a leadership like this in place, no one competent gets promoted, only those that are loyal rise through the ranks. When the shit hits the fan, they either all stick together and frame someone else for the fall, or dear leader will shaft one of his loyal subordinates.
