Two quick updates! Snipe-IT v8.3.6 is out - and Github fixed the redirect from the old snipe/snipe-it repo, so if you had been trying to upgrade yesterday and couldn't because you hadn't updated your origin to the correct repo URL, it should be working now.

You can def host this on your own network accessible only to the local network. As for the configs, that really depends on your setup, but your network admin should be able to help with that.
