I'm not able to reply to the post but someone tagged me in it. Pigeons will reuse old nests and build on top of them, and this is probably what's happening here, considering the nest has 3 eggs and pigeons only lay 2 at a time! Also, pigeons will build larger nests as they get closer to baby time.
