That can be frustrating. Usually CRAN will get the binaries up in a few days but if you can't wait you need to build it. I forget, but if the package doesn't have compiled code, you might be able to build a pure R package without rtools. I need to double check though.

So if rix can install GitHub packages I can probably translate that to what nic would say then translate that out to what devbox would say.

I've been using devbox which is a wrapper around nix and I haven't figured out how to handle R packages from GitHub.

Only if you are compiling packages from source. If you are installing from CRAN you do not need rtools. CRAN pre compiles the packages for windows.

You only need rtools if you are building packages with compiled code (think C++) on Windows. If you're not doing that, then you can install from CRAN without rtools because CRAN provides Windows binaries.
