Racionāls lēmums "ārvalstīs" šādā gadījumā būtu Krievijas pilsoņus deportēt (vai dot iespēju aizbraukt pašiem), izniedzot infomatīvo bukletu mātes valodā "Jūsu pašu un visu mūs pārējo interešu dēļ" ar izskaidrojumu no krievu valsts domes.
