Não, não, funciona assim: Ele pode "retirar" atributos de objetos e alvos abaixo de certo patamar e redistribuí-los para um outro objeto que esteja acima do patamar que estabeleceu. Ou seja, ele "desequilibra a balança", dando mais a quem tem mais, e retirando o pouco dos que têm menos.
