Also worth noting that the sentence has two readings, though the second is pretty niche. First reading is as above. Second reading arises if the dog is the agent of the feeding (in which case you the second ‘it’ introduces a PRO subject whose referent is fixed by the context.)

The main issue, as I understand it, is future power draw from the projected explosion in data centers. These also use water for cooling but the projections are such that’ll it form a very small fraction of global water usage as it scales. So the water issue is not pressing, given what we know.
