My understanding is that magical girl shows existed before Sailor Moon, but they were more along the lines of Sabrina. Lower stakes, down to earth plot lines, slice of life comedy, that sort of thing. Sailor Moon's innovation was merging shonen battles with more girly aesthetic and themes
