Eye cream or unscented face moisturiser applied thinly before bed for a few days can work great. Maybe also a very thin layer of plain oil in the day.

Some sort of are, and contain irritants or are too high in wax (thereby preventing moisture). Balms work well as a protectant against dry air, but to actually heal lips, a creme overnight often works a lot better...
