Many will skip or miss the meaning behind "TOGETHER WE ARE AMERICA". He distinguished between America/US. He said "God bless America" & listed every nation on the continent, including US/PR. He's saying America is not only US, and identifying the continent as a whole as America.
The denial of "formal plans" is the how they play this game, especially for an administration and president that takes no stock in consistency and stay something definitively one day and flip the next.
That they aren't shutting the suggestion down should be a huge worry.
