Building data increasingly guide renovation funding and public investment across Europe.
But data only matter if they can be compared and understood.
In Denmark, Spain, Poland, Greece and Cyprus, housing structures differ widely.
A common SRI method allows different Member States to see where digital upgrades would deliver the greatest social and environmental benefit.
Comparability supports fairness.
Smart readiness is not about uniform upgrades.
It is about targeted improvements.

When energy data guide public funding, methodology becomes a question of fairness — not just calculation.
A shared technical language for building performance is not about control.
It is about knowing whether different numbers actually describe the same thing.
Building data already exist in large volumes.
The challenge is not collection, but consistency and transparency.
Comparable data do not make buildings the same.
They make decisions easier to explain.
