One good way: Introduce "negative voting." Each voter casts one vote for OR against any candidate. No more voting for lesser evil; we can vote against greater evil. Each candidate's vote tally is positive minus negative votes. Some candidates will end up with net negative numbers.

The most important reform: For federal elections (POTUS, US House, US Senate), we should vote as Americans, not as residents of this or that state. That means uniform nationwide criteria for voting procedures and for representation maps. State-level elections can be by state criteria.

Again, Trump pushed it for a year before it was officially launched, and he pushed its funding. I think he did more than just sign papers that were put in front of him.

But my question was about universal revulsion--i.e., in nations that had not endured war crimes.
