This image shows a 'diatom bloom' off the California coast, captured by Sentinel-3 on April 6.
A toxin producing species (Pseudo-nitzschia) makes this a harmful algal bloom, impacting marine life along the coast. Our partners at NOAA have been monitoring the event, read more here: bit.ly/3GWOaom

I just had a quick check of the wind-wave context. Just a guess, but I think the fairly significant (10+ m/s) northerly winds on the days preceding the image, and associated high SWH probably resulted in some increased, but trapped, sediment resuspension, which was then "released" late on Nov 16th.
