Plus the idea of having an old blind pirate huffing incense and speaking to the ocean is cool as fuck

Andra is very strict on magic usage, whilst the city states are not. And there lies the solution. The city states and pirates employ ‘Sea Seers’ who use ritualistic magic to chart safe travel over an ever-changing ocean. Andra can’t keep do this because such magic is outlawed.
So proud of this idea.

The setting required both the ocean being too dangerous and unpredictable for the empire of Andra to be capable of launching invasions by boat. But also required trade over sea to be the main economic income for some international city states.

That feeling when a new idea for your fictional setting hits you and it fits in PERFECTLY 🥹

As someone who’s been friends at one point or another with pretty much everyone involved, this is my take too.
