Why some announce "arxiv" as their new publication with "I'm thrilled to announce our paper is published on arxiv" and there is no linked peer-reviewed venue. Anyone can put anything on arxiv. It's usually a placeholder, and unless it goes through a proper peer review, it should be treated that way.
