Though it’s extra weird because parts of western NC are in a literal rainforest. And have had smaller scale catastrophic floods before. And the lowlanders are used to rain bombs. I guess they thought it couldn’t happen there? I dunno. I am so out of patience right now.

Yeah the Certified Smart People Thoughtleader adaptation crowd have often pointed to Asheville as a climate migration spot in the southeast because 1) no SLR and 2) it’s cooler in the mountains. That crowd was also stunned last summer to learn Vermont floods too. This shit is my day job. I am tired.

That program sort of exists in the US but it relies on local government allowing the property to be taken off the tax roll AND the owner is willing to sell. It takes so long that many who start the process give up and rebuild or they walk away.
