But what are you actually measuring?

That’s where data elements come in, with things like; number of voters or valid votes.

Imagine trying to understand voter turnout… but only having totals.

In @dhis2.org , this is where categories and category options come in (like age groups: 17–20, 21–24… up to 80+).
