PennFuture helped write House Bill 1260, the Solar-Ready Warehouse Bill, which makes it easier for businesses to go solar.
This bill recently passed the state House. Now, we need the state Senate to act on this!
Pennsylvania is losing to clean energy investments to other states like Ohio, New Jersey, & even Texas.
Only 4% of Pennsylvania’s energy comes from clean energy sources.
Solar on warehouses can fix this!
Solar is the cheapest and fastest energy to build today. As electricity demand in PA rises faster than supply, prices go up. Adding solar to warehouses quickly increases low-cost supply— helping bring down energy prices and lower everyone’s bills.
The report includes an interactive map to view the suitable warehouse square footage, potential annual solar generation in Gigawatt-hours, and the potential number of households powered by county.

Suitable Pennsylvania warehouses would generate around 9,391 gigawatt-hours of electricity per year. That's enough electricity to power 924,421 households annually.

What did PennFuture do to help fix this?
We worked with our Breathe Collaborative partners to ensure that Allegheny County Council knew of this dysfunction as well as the importance of a well-experienced & functional committee.
How was it dysfunctional?
✅40% of meetings in 2025 did not have enough people to hold an official meeting
✅No meetings for at least 2 years had full attendance
✅Members were not removed after breaking the attendance requirement set by law
✅Using anti-science rhetoric

New gas plants should NOT jump ahead in line before the thousands of renewable energy projects that give us relief to our high electric bills & diversify our energy grid.
On March 20th, PennFuture & partners filed a formal opposition to this- a protest- to say that this violates existing FERC orders and should not be approved.
Our regional grid operator, PJM, asked FERC to approve their plan that would allow new gas plants to jump ahead in the interconnection line- known as the Expedited Interconnection Track (EIT).
