3. The President makes the decision about what, if anything, should be done about it. The President can ignore the intelligence and even the NSC in making that determination.
2. The National Security Council takes that assessment and combines it with an understanding of our vulnerabilities and interests to derive an assessment of risk. They also make policy recommendations about how to address that risk.
1. The IC analyzes and warns about threats, including how serious and imminent they are. This is their main job. Note these assessments are just about what the threat actor wants to and can do.
Does the intelligence community warn of imminent threats? After speaking with my students, I’ve decided to offer clarification of the threat warming process.

In my view, you’ve made a profound insight with the “Cassandra song”, in which you identify the basics of the Cassandras’ argument. It strikes me that it’s related to the base argument of an ideology.
As a past Cassandra on another issue — Bin Ladin and al-Qa’ida — I found this article insightful on every level: the base argument made by Cassandras, that they were able to see that there was a pattern in the noise and distraction, why they could see it, and why they are ignored is familiar.

Hegseth’s speech today is one more indication they plan to invade other countries and declare martial law in our own. Why not comply with the laws of war? To invade. Why practice in cities? Why emphasize “brutality”? Etc etc.
It’s hard to know for sure, but I think we need to focus on getting our sense of community back, physically and inclusively. We can be divided when we don’t interact enough
