When I was in college, I was reading a novel a day each day for about 3 months. The cool thing about reading a novel in one go is it's much easier to see how the thing is put together. The bad thing is retention. I usually later recalled only 1 or 2 major things from each one.

From a legal standpoint, an apology indicates awareness of fault or harm done, which opens the door to being sued or fined for your misdeeds. So if Congress were to follow up on an apology and prosecute, then yes, there would definitely be a point. But Congress doesn't seem that willing or able.
