I’m not sure what one could possibly learn from what amounts to a messy interrupted time series lacking a clear counterfactual. Wouldn’t be surprised if you found something similar among other (“comparable”) cities that didn’t experience this sort of deployment.

To be fair though John, many government workers, often through their unions, articulate similar messages to political candidates all the time (e.g., teachers).
This administration has all but abandoned a decades-long embracement of community oriented policing throughout the U.S. without any evidence or strategic planning to show for it.
A serious public safety agenda should be grounded in evidence-based policy.
As I told the NYT, the recent deployment of the National Guard to select Democratic cities has been criticized for many incredibly valid reasons—including the fact that they are not a substitute for municipal police.
A little metrics humor for the dark times we’re facing at the moment.
Note that while “bias” will get your proposal flagged, “unbiased estimator” still appears to be on the table.

Society would be so much better off if more people realized that we do not value their opinions. The costs of opinion dissemination are far too low as anyone can spread misinformation at a moment’s notice. Expertise should mean something.

If you don't know / can't easily explain what comparisons you're trying to make, then you don't understand the regression you're running
