The trick is they're the same thing. The people Russia pays don't work for Russia, they just do work that's good for Russia. One solution I've seen pitched was to beam the power as near infrared light onto existing solar fields. Although I'm not an RF guy so I can't speak to its effectiveness.
We've actually gotten a lot better at making large area photovoltaics for space. Redwire has their unrollable system on the ISS. Starlink V2 has 116m2 array generating 25kW, and they built/flew ~3,000 last year.
Building and flying solar arrays at scale is the easy part.
