Selling fanart is then a question of how litigious the company in question is. A small run of stuff, especially in-person at cons and artist alleys, is unlikely to run afoul of anything, but a larger-scale business of selling prints will probably get their attention.
In Australia we don't have a copyright carve-out for transformative works, so fair use only covers research, criticism, news reporting, parody, legal advice and public administration. In America it's less clear-cut but generally still de jure illegal to sell fanart.

The response to this is "it's real incomes, so it accounts for rising costs" as if every participant in the economy experiences the calculation bucket for CPI in the same way.
For instance, housing is 1/3 of the CPI. Most people on lower incomes pay far more than 33% of their income on housing.
