As China shifts its policy focus from energy to emissions intensity in the new 15th Five-Year Plan, a CGS policy brief examines provincial trends achieving prior FYP targets to identify opportunities for enhanced mitigation across provinces: go.umd.edu/ChinaPolicyTransition
