So what they are doing is increasing the number of districts where the results are more likely to be changed from election to election. More districts are going to be as they say "in play" and in effect reducing gerrymandering.

May I make another observation about this gerrymandering in Virginia, Texas, California, and (maybe) others. What they seem to be doing is taking districts with solid majorities and slicing them up so that those votes are apportioned to other districts to gain small majorities.
If you're eating them by themselves, yes. If you are eating them with ice cream, never.
