Voice vote on BL2026-1294 passes with some no votes. VM Henderson calls for the voice vote. It gets deferred.
Asked to clarify, CM Bradford says a lot of new info has been brought. Wants to be able to review in writing that before making decision.
Echoes CM Johnston’s language for them to be “good stewards.”
CM Weiner says that this gives a good backstop.
CM Evans Segall says CM Benedict had same question in committee. This is a water, not sewer credit. Residents getting water through another entity (like Madison Water) would not get it.
CM Johnston says that utility bill should not subsidize hotel bills. Says council wouldn’t be good stewards of money.
CM Bradford calls for a one meeting deferral.
CM Gamble asks for clarity whether Madison residents in her district would get sewer credit.
CM Johnston saying that there’s a discrepancy in the money because it doesn’t include water going out to be treated.
Says the fiscal note is higher than what is included in bill now. Says the amount of relief is small and that some people who didn’t get hit are receiving relief.
Attempt to move to a vote fails.

CM Ellis says that a constituent still needs money to repair damage to her apartment and that it would be great if that money is there.

This bill brought big crowds out for the first two readings. A few public speakers and activists for the third reading.

CM Welsch says she isn’t comfortable voting based on public comments and concerns about the state. Will abstain on this and companion bill.

Big day for code cleanup. CM Preptit speaking on BL2025-1148. Passes its third and final reading by voice vote. Another one cleaning up code.
BL2026-1314 removed from the consent agenda. CM Horton moves to defer the second reading to first meeting in July. Council agrees by a voice vote.
