They stopped doing this in the 2000s sometime. Now the whole city has an overlay code of 872. Since there can be 2 instances of every 7 digit number in the geography of 773 and 312, they require 10 digit dialing to require the caller to specify the one they want

In the old days when they added area codes they’d actually subdivide existing ones. Chicagoland used to be 312 and then in the 80s or something the suburbs became 708 and the city stayed 312. Then later the neighborhoods became 773 and 312 was just downtown.

The Vermont thread that is linked seems to make the same double counting mistake, count the tax hike but do not subtract the premiums no longer paid to get the 11% number which is infuriating because this is the entire cause for this thread. Beginning to suspect bad faith actors here

Now you can’t really do all payer rate setting at the state level for the same reason you can’t do huge tax hikes at the state level, people will leave the state. But you can do all payer rate setting at the federal level because it doesn’t have a common labor market with larger economies next door

One of the things noted in your Reddit post was that this entailed an attempt to make care more generous without doing things like all payer rate setting. If you decide to spend more money and don’t hold down costs then yes you will need more money. But you don’t have to do it that way.
