The loan mentioned was for the rest of the US banking sector (not SVB) to create consumer confidence & ensure that there was no cascade of bank runs. Reasonable people can disagree about whether that was necessary, but it never had any potential to "underwrite" SVB shareholders or managers.
FDIC is funded by the banks, not by tax dollars. The only cost to the taxpayer is oversight.
