If you look at ww2, Dresden did not break Nazi Germany I don´t think terror bombing works, luckily, otherwise more people would do it.

I think Ukraine should adhere to the Geneva convention, even if their enemy isn´t. If they bomb civilian targets the enemy will just hate you more, we (allies) will lose confidence in you, and the weapons could be better spend on military targets.

That´s a really bad idea, not only for moral reasons but mostly so.
