“Such carnage, within hours of agreeing to a ceasefire with Iran, defies belief. It places enormous pressure on a fragile peace, which is so desperately needed by civilians,” he said. “International humanitarian law spells out clearly that civilians and civilian infrastructure must be protected.

“Each and every attack must comply with international humanitarian law fundamental principles of distinction, proportionality and precautions to protect civilians.

“These principles are non-negotiable, and must always be respected, whatever the circumstances of armed conflict.”

Iranian parliament speaker says 10-point proposal already breached

Mohammad Bagher Ghalibaf, the speaker of Iran’s parliament, says three clauses in Iran’s 10-point proposal on ending the war have been violated before negotiations have even begun.

That includes what Ghalibaf said was an understanding – expressed by Pakistan’s Prime Minister Shehbaz Sharif – that the ceasefire would extend to Lebanon.

Galibaf also said an “intruding drone” entered Iranian airspace, “in clear violation” of a clause prohibiting such breaches, while Iran’s “right to enrichment” was also included in the 10-point plan.

“Now, the very ‘workable basis on which to negotiate’ has been openly and clearly violated, even before the negotiations began. In such [a] situation, a bilateral ceasefire or negotiations is unreasonable,” Ghalibaf wrote.

As we just reported, the White House has said Trump’s demand that Iran halt all uranium enrichment remains a “red line” for the US president.

Israel attacks Lebanon: What we know

Israel has launched a surprise attack with dozens of air strikes across Lebanon, one of the largest military assaults in the history of the conflict.

Air raids targeted residential buildings, mosques, vehicles and cemeteries across the country.

While search and rescue efforts are still ongoing, Lebanese officials have estimates that there are hundreds of casualties, including dozens of people killed.

Several strikes targeted central Beirut with one building in the Corniche al-Mazraa neighbourhood reported flattened. Attacks also hit the southern suburbs of the Lebanese capital.

Israel intensified its air raids in south and east Lebanon as well with the multiple deadly strikes reported in the coastal cities of Tyre and Saida.

While there is still no final tally for the death toll, Lebanese media outlets have reported that strikes across the country claimed many lives.

All of that brings back into focus the Lebanese front; this is up close and personal for Israelis. It has cost them more in terms of casualties than the war front with Iran – and ending it abruptly without being forced to would be devastating in political terms.

That’s why we’re seeing those statements from the Israeli government and the military, that they will escalate their attacks against Hezbollah and that they will not accept this tying of the fronts, so to speak, between Iran and Lebanon. It is not just the United States that is leaving with a bloody nose. What has happened to Iran is extraordinary.

The blunt force that has been hitting Iran, you’re talking about the Supreme Leader being taken out. You’re talking about the chain of command being fragmented. The new Supreme Leader rumours about his health.

Iran will have to recalibrate and reassess because it was on the brink; of seeing regional powers – people who have so far refrained from conflict and shown, and you have to give the Gulf Cooperation Council a lot of credit here that it did not get dragged into this war as was being mentioned earlier.

But now will be the time to reassess.

This whole region will have to reassess its security and economic priorities.

Israel yet to issue an official response

We’re still waiting for the official Israeli reaction to this.

What we do have so far is quotes carried on Israeli media from a US official, saying that, in his view, Israel has accepted that this ceasefire is going ahead and will go along with it.

Now, it remains to be seen, if that is the case, because we do know, of course, over the previous weeks, and indeed months, Israel has been very much against negotiations, including first of all those brokered by Oman, and arguably was instrumental in getting Donald Trump to back away from negotiations, to choose the path of conflict, to go into this war.

Even as recently as the weekend, when Benjamin Netanyahu spoke to Trump to congratulate the US about the retrieval of the downed airmen inside Iran, he apparently used that phone conversation to, once again, reiterate about the importance of not getting into a ceasefire with Iran, that they still have unfinished business.

And indeed, we’ve been hearing various reporting that the two militaries have been working very closely, finalising their target lists for all of the broader infrastructure projects that they want to go after. And in some ways, with the Israeli strikes in the past couple of days – against bridges, against road and rail links – it could be argued that maybe they have already started in a small way on going through their list.

Sultan Barakat, a professor of public policy at Hamad Bin Khalifa University, has warned that Israeli and US rhetoric suggests Israel could be planning a nuclear attack.

“I think there may be a surprise for everyone, such as a tactical nuclear attack by Israel in a limited way, just to allow Israel to come out as a nuclear power,” Barakat told Al Jazeera.

“This aligns with the wording that Trump has been using –  that this is going to be a ‘big surprise’, ‘killing civilisation’ – that sort of rhetoric,” he said.

Israel has never officially acknowledged possessing nuclear weapons, yet it is widely understood that the country maintains a nuclear capability.

“They’ve had [nuclear capabilities] and they’ve been using it as a form of deterrence, but that did not work. They ultimately got attacked – and attacked severely – by Iran, and this was not the first time,” Barakat said.

Tactical nuclear weapons pack less explosive power and are designed for battlefield use.

“I think now, in their own minds, [Israel] think they need to come out as a nuclear power, but they need to demonstrate it in a limited way – and in a way that does not have a major fallout across the region, so that it’s there but not too devastating,” Barakat said.

The White House has denied that the US has any plans to use nuclear weapons against Iran.
